Value Creation Alone Is Not Enough
Introduction
Persistent Non-Revenue Water (NRW) demands more than repeated technical responses. This article builds on previous publications reframing NRW as a system outcome in Understanding Non-Revenue Water as a Governance System and Trust Challenge,
Management rarely makes consequential financial decisions without knowing the organization's financial position. They expect to understand what the organization owns, what it owes, what is coming in, what is going out, and where material exposures exist. Water
Non-Revenue Water (NRW) is usually most visible through its operational problems: leaking pipes, inaccurate meters, illegal connections, billing failures, infrastructure damage, and water theft. These problems demand attention because they directly contribute to water and revenue losses.
Water management is undergoing a fundamental transformation. For decades, organizations have concentrated on measuring water consumption, monitoring water quality, expanding infrastructure, and achieving regulatory compliance. While these activities remain ess
When discussions about Non-Revenue Water (NRW) begin, they often focus on the visible problems: leaking pipes, illegal connections, inaccurate meters, billing disputes, and water theft.
Non-Revenue Water (NRW) is often measured in volumes, percentages, and financial losses, but behind these numbers are relationships that influence how the system performs. Customers report leaks, pay bills, apply for connections, protect infrastructure, provide information, and interact with utilities when services fail.
Organizations now run on nonstop information, with real‑time dashboards, constant sensor data, huge survey inputs, instant AI summaries, and predictive analytics all flowing at once. Yet despite this abundance of data, many organizations continue to make poor
The first phase of exploring the Non-Revenue Water (NRW) system revealed an important insight: persistent water losses cannot be explained by technical failures alone.
Most organizations fail because they execute exceptionally well against a reality that no longer exists. For instance, Kodak perfected film manufacturing as digital photography emerged. Nokia dominated the mobile phone industry just before smartphones fundamen
Non‑Revenue Water (NRW) remains one of the most persistent challenges for water utilities even after years of investment in infrastructure rehabilitation, leak detection technologies, metering improvements, and operational reforms
